What does scope mean in the Supreme Court ? I have looked everyone in my reading materials and cannot find it anywhere

Here are the first two definitions of scope from Dictionary.com:

"1. extent or range of view, outlook, application, operation, effectiveness, etc.: an investigation of wide scope.
2. space for movement or activity; opportunity for operation"
