One limit on the power of Congress is the President's power to veto laws they pass. This means the President can say no to a law Congress wants to pass. Another limit is the Supreme Court can say if a law is not allowed by the Constitution. Lastly, Congress needs money to pass laws, so they can't spend money unless the President agrees. I think the President's power to veto laws is the most important limit because it gives the President a say in what laws get passed.
