What is a fragmented plot?

IT can mean many things, but to me it sounds like many Russian novels, the stories are woven in and out so many times with so many caracterizations, that the plot is not clear until the end of the story when it has all been put together.
Fragmented: Broken into unrecognizable pieces, like a jigsaw puzzle.
