The "range" of anything is the difference (distance, of a sort) between the two. Normally, you'd just subtract, but since one of the numbers you are referring to, I think, is a negative (-4 degrees, right?), your problems will look like this:
94 - (-4) = range in contiguous US
94 - 23 = range in total US
