Yes because if you graph x=4, your line should be vertical and by graphing (4,0), you would get the same answer.

The point (4,0) is one point on the x=4 line. To plot the line just draw a line parallel to the y axis that passes through (4,0). [x=4 passes through (4,0), (4,1), (4,2), (4,3), 4,4), (4,-1), (4,-2), (4,-3) etc.
