Would I pour acid or base into water to keep the acid from producing heat and splattering?

I don't understand the question. Technically, it depends upon what you have. If you have acid and you want to dilute it, you pour the acid into water. NEVER pour water into acid. However, it will get hot no matter which way you do it.

If you have base, pour base into water. It may get hot either way.
