I have to convert 7.2m^3 to L and keep getting the wrong answer. I did
7.2m^3*(1cm^3/91*10^-2)m^3) which gave me 720cm*(1L/1000cm^3)) this gave me 7.2*10^-1

Your conversion factor is not correct.
There are 100 cm in 1 meter; therefore, 100 cm x 100 cm x 100 cm = 1 x 10^6 cubic centimeters = 1 cubic meter.
7.2 m^3 x (1 x 10^6 cc/1 m^3) x (1 L/1x10^3 cc) = 7.2 x 10^3 L = 7200 L
