How would the world be different if countries could resolve their differences?

The problem is that most of the wars in the last 64 years have been civil wars -- Korea, Vietnam, Rwanda, and on and on. They've been fought between different parts of or ethnic groups within countries.

We seem to have avoided war between nations.
