Unemployment figures are understated because they include
-part-time jobs at minimum wage.
-retirees on pensions.

I think it means EMPLOYMENT figures are understated. People are considered unemployed if they are actively looking for work. However people in part-time jobs at minimum wages are not on the unemployment roles.
Employment numbers do not include the last three answers.
