I disagree with Chloe's conjecture.
One example that disproves the conjecture is the numbers 1 and 2. Both numbers can only be arranged into one array, which is [1] and [2] respectively. In this case, the greater number 2 cannot be arranged into more arrays than the smaller number 1.
