There are also Muslims in France, the USA, England, and many, many other countries in the world. The number of Muslims in a country doesn't determine if it's considered an Arab country or not.

Arab describes an ethnic group originating on the Arabian peninsula. Although most Arabs follow the religion of Islam and are called Muslim, that isn't true of all Arabs. In addition to the countries listed by Writeacher, the country with the most Muslims is Indonesia, and few if any of them are Arabs.
