Nope. The Netherlands doesn't have major rivers. This is a country that is mostly below sea level and needs dikes to protect it from flooding from the sea.

Correction: The Netherlands has one major river -- the Rhine which empties into the sea here. However, the dikes are used to hold back the sea -- not the river.
