The | | signs mean absolute value, and go around the parts of the equation like parentheses. As in parentheses, evaluate the insides of the absolute value first.

There are 3 absolute value signs in the equation you gave; I believe you mean |4-|-34||

Evaluate the inner most absolute value signs first, which is |-34|.

The absolute value of |-34| is 34 (always positive).

Now you have |4-34|, having simplified |-34|. Try to evaluate |4-34|
