You measure quality by establishing technical, objective, measurable performance factors: Were there flaws revealed in the weld on xray? Was there any oil, dirt,or grease on the surface before painting? Are there any loose tile? Were the manuals delivered on time?

All are measurable performance objectives. They reflect on what one sees, measures or records, not on what one "thinks".
