when q = 3, p = (2*9-5)^2 =169
dp/dq = 2 (2q^2-5)(4q)
when q = 3, dp/dq = 312
dq = .007*3 = .021
so dp = 312*.021 = 6.552
100 * dp/p = 100 *6.552/169 = 3.88 %
