Athens had a large number of citizens.
This allowed for a more inclusive and participatory form of government, as the citizens themselves could gather and make decisions collectively. With a larger pool of citizens, the opinions and perspectives of a diverse population could be heard, contributing to the effectiveness of direct democracy in Athens.
