The first is correct.
But the second is wrong. New Delhi/Calcutta are nouns used as objects of a preposition.
Technically, this sentence does not have a compound verb. Check these sites about compound verbs.

There is no compound verb in the second sentence. No choice you make will be correct!
You could rewrite the sentence:
<i>She >u>toured</u> India and <u>visited</u> the cities of New Delhi and Calcutta.</i>
You could rewrite the sentence:
<i>She >u>toured</u> India and <u>visited</u> the cities of New Delhi and Calcutta.</i>

The compound verb is "toured" and "visited."
(My html coding was messed up!)
Now I know that rewriting the sentence is not usually an option in an objective exercise or test, but you could point this out to your teacher and let him/her know that you understand the mistake in that sentence!
