In most cases, no. That would be an uncapitalized description of the land, not the official name of some political subdivision. However, in a country like Southern Rhodesia, when it became independent and later Zimbabwe, and White land ownership became a major issue, you will often see both White and Settlers capitalized. In any case, the apostrophe should be after the "s" in settlers, or omitted entirely.
