let the total number of animals be x

x/3 + 2x/12 + 19 = x
x/3 + x/6 + 19 = x
multiply by 6
2x + x + 114 = 6x
114 = 3x
x = 38

so number of dogs = 38/3 = not a whole number,
neither is 38/6 for number of cats

something is wrong with your question.
I have a suspicion it has to do with the 2/12.
check your typing.
