first of all, "expand"

10x + 2 = 9x + 21
subtract 9x from both sides
10x - 9x + 2 = 9x - 9x + 21
x + 2 = 21
subtract 2 from both sides
x + 2 -2 = 21 -2
x = 19
2(5x + 1) = 3(3x + 7)

Combine the terms.
10x + 2 = 9x + 21

Get the unknowns on one side of the equation. Subtract 9x from both sides.
10x - 9x + 2 = 9x - 9x + 21
x + 2 = 21

Subtract 2 from both sides of the equation.
x = 19

You can prove it by substituting 19 for x in your original problem.
