Well, rate of change = slope
deltaY/deltX = slope
deltaY = (y2-y1)
deltaX =(x2-x1)
For the year 1990-1992:
deltaY = (55-52) = 3
deltaX =(1992-1990) = 2
3/2 = 1.5=slope
So basically, you have to pick 2 years where
deltaY > 3
deltaY <= 2
so the only years that meet those conditions are
1994-1996
