"strong" does not mean how concentrated, it means all the acid molecules are dissociated into H+ ions. If you dilute a strong acid, the acid molecules remaining are still dissociated, so it is still a strong acid. Its strength is actually measured by the concentration of the H+ ions.
Adding water to the acid will dilute it, reducing the number of H+ ions per unit of solution.
