Congress has limited powers under the Constitution. These powers are enumerated in Article I, Section 8 of the Constitution and include the power to tax, borrow money, regulate commerce, declare war, and raise and support armies. Congress also has the power to make all laws necessary and proper for carrying out its enumerated powers.
