multiply both sides by 12
8 x + 60 = 15 x - 9
7 x = 69
x = 69/7
check
(2/3) x = 46/7
(2/3)x + 5 = 46/7 + 35/7 = 81/7
now the right side
5 x - 3 = 345/7 - 3 = 345/7 - 21/7 = 324/7
324/7 / 4 = 81/7 sure enough
