The teacher gave this pattern to the class the first term is 5 and the rule is add 4 subtract 1 . Each student says one number. The first one says 5 . Victor is in tenth in line . What number should victor say?

instead of saying "add 4 subtract 1" , why not just add 3
So your terms would be
5, 8, 11, .... an AP with a = 5 and d = 3
term(10) = a + 9d
= 5 + 9(3) = 32
