Let one angle be A and the other angle be B. Since they are complimentary,
A + B = 90 (degrees)
They also tell you that
A + B/4 = 69
Therefore (subtracting one equation from the other)
3/4 B = 21
B = (4/3)*21 = 28
A = 62
