Which is the be choice of instrument to use when measuring a small volume of liquid, such as the volume of a small test tube: a 10 mL, 25 mL,or50 mL graduated cylinder

Of the three choices given I think a 10 mL graduated cylinder would be the best; however, given a choice of instruments I would choose a 10 mL pipet.
A 10 mL graduated cylinder gives an accuracy of 0.1 mL while a 10 mL pipet is 0.02 mL.
