What are the equations of the lines perpendicular to the line
3𝑥 − 𝑦 + 6 = 0 and passing at a distance ±3 from the origin?

it is the line through (1,5) perpendicular to 8x-y-3=0
That is, the line
y-5 = -1/8 (x-1)

Those would be lines with slope -1/3 tangent to the circle x^2+y^2 = 9
see what you can do with that.
