I presume you made a typo and meant to write M instead of m. m stands for molality while M stands for molarity.
Use the dilution formula of
mLa x Ma = mLb x Mb
mLa x 3M = 500 mL x 1M
So if you will take the quantity of the 3 M calculated, place in a 500 mL volumetric flask, add distilled water to the mark on the flask, stopper, mix thoroughly, label. done. 1 M HCl prepared.
