    Well, I guess it is a magic100% efficient motor and you mean 200 Watts or Joules / second or Newton meters/second? ( for heaven's sake be careful with your units ! )
40 Kg on earth weighs about 40*9.81 = 392 Newtons
raise that at speed = V meters/second
power required = weight * distance per second
200 Newton meters/second = 392 Newtons * V
V = 200 Newton meters/second / 392 Newtons
V = 0.51 Meters/second
