They said "moving" for a reason.
Remember that a spinning wheel has angular momentum.
The angular momentum vectors point to the left of the bike and horizontal when the bike is going forward.
To change the direction of those vectors, either to tip or to turn, requires torque. In other words the moving bike wants to continue straight ahead and upright.
