Graph the numbers that are solutions to both, x+1 < 9 and 4x ≤ 8

that would be
x < 8
and
x ≤ 2
so, the result would be just x ≤ 2, since they are also less than 8

I assume you know how to graph that on the number line. You will see that the 2nd set is part of the first.
