You really mean 47.5 centimeters?
18 km/hr * 1000 m/km * 1 hr/3600 s = 5 m/s
v = Vi + a t
v = 5 + 1.8 t
x = Vi t + (1/2) a t^2
x = 5 t + (1/2)(1.8) t^2
use your 47.5 whatevers for x and solve for t
