The ways I could see a crime being prevented is by the police to become friends with more people in their general location. These people could make themselves be heard. This can help the police learn where there is more violence and what type of violence is being let out.

Police officers need to hear the point of view of other people to hear where each and every person sees or experiences people performing criminal acts so they have a general idea of where they should be and what time.
