Just do the operations. The first step would be to rewrite it as
3 -81 -36 +8 -2
and then add up terms

I assume you meant 3 - 9^2 and not (3-9)^2 at the beginning. If you meant (3-9)^2, the answer is
36 -36 +8 -2 = 6
