I suggest you go to Google and look up the Kinetic Molecular Theory. That will give you the prinicipal differences between liquids and gases. Water is a liquid and steam is a gas.

packed. They have enough energy to separate from each other and move
around randomly. They tend to fill any container in which they are stored.
Gasses have a low density. They do not have a definite shape or volume.
They can flow and be compressed easily.

Steam particles have more energy or move around more meaning they usually take up more space meanwhile liquids have less energy and move around less. They are similar because they both move unlike a solid that doesn't move nearly as much. They are different because water has less energy.
