No, all atoms that are NOT ions. For example Li + ion has one more protons than electrons so has a charge of +1. Cl- has one more electrons than protons.

Well, here I go again. I don't like any of the answers although a comes close as does b.
I don't like a because it says ALL atoms. I would prefer that it say all atoms OF THE SAME ELEMENT. I don't like b because it has the word "stable" in there. Even unstable radioactive element have equal number of electrons and protons so I don't know what stable as to do with it. Of course c and d are wrong.
