I am inclined to agree with Vee.
The dependent clause should have both a subject and a verb, but can not stand alone as a complete sentence.
The closest I think is:
When looking out the window......
but no subject noun
I would feel better it it were:
When the students looked out the window....

C would be correct <b>IF</b> it were written like this: When <u>they were</u> looking out the window, they saw the first leaf fall.
