if the temperature in Sydney is 2/7 cooler than the 28°C in Paris, what is the temperature on Sydney

Well I suspect they want you to say
(2/7) * 28 = 6
28 - 6 = 22 C
However the question is hard to interpret.
If you are really to calculate this you need to start at 0 degrees Kelvin
28 + 273 = 301 deg K
2/7 * 301 = 86
301 - 86 = 215 deg K
215 - 273 = -58 deg C
