Every hour can be split up into 4 x 15 minute segments.

8:30 AM to 10:30 AM would be a total of 2 hours (10 - 8 = 2).

2 hours will have 2 x 4 15 minute segments = 8 buses.

Add another bus for the 15 minute interval from 10:30-10:45, to get a total of 8 + 1 = 9 buses.

Therefore, she will see 9 buses.
