Is hydrogen a cation or an anion?

Neither. Hydrogen is an element. The molecule is H2 and it exists at normal temperatures and pressures as a gas. When it forms a compound USUALLY it is a cation as H^+. Sometimes, not often, it exists as an anion, H^- when it form a hydride as in LiH, NaH, LiAlH4, KH, etc.
