the government's policies and legislations e.g the SAHRC only deal with violations against the Bill of rights any other issue is dealt with by other organizations for example NGOs and the community. the community NGOs provide platforms for previous or recent victims to share their experiences and by doing so report the perpetrators and raise awareness considering news travels fast in communities. community members can provide refuge for victims that are in hiding or under a srt of witness protection
