G' = -2z^-2 +4/5 z^-5 + C
G = 2/z - 1/5 z^-4 + Cz + D
G(1)=0, so
2 - 1/5 + C + D = 0
C+D = -9/5
G(3) = 2/3 - 1/405 + 3C + D
Unless you have some other constraints, that's as far as we can go.
