The statement is pretty accurate. The Soviet union also had no desire to see West Germany recover economically. In East Germany, they enforced war reparations and deported many able-bodied males to labor camps in places like Kazakhstan, where they remained for many years. The Soviet Union was itself a war-devastated country and was unable economically to aid other war-torn European countries that had not been enemies. In Stalin's view, it needed its resources to recover and occupy the Iron Curtain countries.
