If it hits the surface at an angle other than 90 degrees then its propagation angle will change.
If the speed is slower than in the earlier material, then the wave will bend down toward perpendicular to the surface because the first part of the wave front slows down before the points on that wave further from the surface hit it.
The result is consolidated in a formula called "Snell's Law"

where n is the refractive index and T is the ray angle measured from perpendicular
