your given line has slope -7/8
So a perpendicular line has slope 8/7
Now you have a point and a slope, so the equation is

y+4 = 8/7 (x-3)
now rearrange to y=mx+b form

y+4 = 8/7 x - 24/7
y = 8/7 x - 24/7 - 4
y = 8/7 x - 52/7
