the slopes of perpendicular lines are negative reciprocals
in point-slope form ... y - 2 = -3/2 (x - -1)
slope-intercept ... y = -3/2 x + 1/2
in point-slope form ... y - 2 = -3/2 (x - -1)
slope-intercept ... y = -3/2 x + 1/2
