So you need to increase its volume by a factor of 19/3

1L = 19/3 * 3/19 L
so you want to to take 3/19 L of the 19M NaOH and add water to get 1000mL
That is, add 842 mL of H2O to 158 mL of the 19M NaOH
With no exclusions listed I would take 157.9 mL of 19 M NaOH, add to a 1000 mL volumetric flask, then make to the mark with distilled water, stopper, mix thoroughly, label. Calculations:
mL1 x M1 = mL2 x M2
mL1 x 19M = 1000 mL x 3.00 M
mL1 = 1000 mL x 3.00 M/19 M = 157.9 mL
