The slope intercept form, more commonly known as the point gradient form is y-y1=m(x-x1)

A slope of -2 means that the gradient, m, is -2, so m=-2.

x1 = -1, y1 = 3, so the equation becomes

y-(3)=-2(x-(-1)

After rearranging the equation, it becomes

y-3=-2x+2, this is the slope intercept form

Y=-2x+5, which is in the y=Mx+b form

Hope this helps.
