The lightning strike occurs due to a large voltage (potential) difference between two places, for example a cloud and a metal mast. What you see though is a lot of motion of ions and electrons when the potential gets so high that the material (air) breaks down into + and - ions and current flows. Therefore I would say the cause is potential but the result is kinetic
